It was called the WESST wheel, as it was created by the western representatives. While the Easterners were getting down to serious business at the plenary session on the last day, the westerners would sneak booze in and 'vote' using the WESST wheel. It had spaces for yes, no, abstain, point of order, call for anarchy, and such, and at the bottom was a large section allotted to Drink - Spin Again. Of course, the end of the spinner arrow was weighted down with bottle caps, so it ended up at the bottom almost all of the time, unless it stuck. The Easterners were convinced we used this thing to cast our votes and decried it. Thanks for bringing back good memories!
