I don't know the exact details but supposedly it was possible, just too expensive for them alone, and they didn't expect any of their immediate neighbors would be interested, which would have brought down the price. They haven't signed up to Comcast either, for the same reason you mention - they're not interested in the cable TV service and Comcast overcharges for internet-only.
