		<description>If blaming the collossal failures of local and state governments on the federal goverment,  and broadly  perpetuating gross misunderstandings about the federal government's constituional role here solely for the purpose of whipping up some cheap and easy  anti-bush sentiment, means "growing a spine", then yeah, i guess so.   about 10% of the blame for this fustercluck lies with the feds.  the rest lies squarely on the shoulders of Louisiana's elected officials for the past few decades. </description>
